two turtles in one tank

2 weeks ago I bought a baby turtle(red ear slidder). I put this baby turtle into a 15 gallon tank. As of saturday I bought another baby turtle. same kind and noticed the 1st turtle I bought examing the new little guy but making weird motions. It was kind of interesting, the origianl turtle was getting in the new turtles face and flickering his front two arms straight ahead in a quick motion like he wanted to touch the new guys head. H e kept on doing this till he needed air. what does this mean? is this bad?
