Some people... just can't pick up the habit, or increase. They just do not have an addictive personality. Everyone is different
As for smoking on oxygen, yes, it helps me IMMENSELY in the morning, especially, to quell my morning cough while I get my nicotine levels up to where they belong.
I, personally, would never chance lighting a normal lighter when I'm on oxygen. There are simply too many stories of people blowing themselves up while doing that. It's not the actual smoking, mind you, it's the ignition of the flame itself that can spark the oxygen into a dangerous fireball. Once the flame is going, it's usually not a problem, and the burning ember of a cigarette has very little chance of doing much of anything (just burns a little brighter).
I don't believe oxygen would help a 'beginner smoker' to smoke more, or be more used to smoking. The reason it helps me is, well, I'm already heavily addicted, and have been smoking so long, I know my breathing is impacted by my habit (and it's been proven to me, in a couple ways). The extra oxygen helps me breathe, while I smoke. Think of it this way; the oxygen lets me take in more smoke with less 'air' needed, almost like someone who's just started smoking, and is already addicted to 5 or more packs a day
