too soon to say it?

I have been with my boyfriend for just over 3 months. I have such strong feelings for him and he says he feels the same about me. My question is, is it too soon to tell him that I love him. I really feel that I do and I want him to know but at the same time I dont want to scare him away. Any advise? Any particular way I should bring that topic up or say those words?
