In most other western countries its fast becoming, or has become, a privilege.
Their gov'ts see it as a commodity that is owned by them and can be sold or taxed (as in licensing) to the citizens.
What we had was a right, thats about to change..
John Key will decide he can rape the citizens of NZ some more by selling us what we already own.
