If they've got bits that wave(like tails)when cast and retrieved they're lures. If they just go to the bottom and lay there, they're only bait.
Using the same criteria, a badly battered lure with the waving bits chewed off it will then simply become a bait.... the same way a livie dies after getting monstered and becomes a hunk of unmoving meat.
