where were all the other voters

why is it everytime there is a vote with this union the number of voters average around 1700 consistently....where is everyone?....at last count there was around 1100 full time and 5500 part time...where are the other two thirds of the people?....does no one care ?...are all these postings done by the minority of BW workers? ...is all this talk of what is right and wrong just that ...worthless bullshit?
