Yamaha CP70 stiff action - solutions?

Any tips to "loosen" up the action highly appreciated.

My regular piano tuner said that there could be many variables and could be expensive to run them down. I think I need somebody who's really been around and worked on these things.

Any tips/referrals greatly appreciated!
