Motorbikes must be legal in the US; they are all over the place.
And, re the explosive potential of a capacitor... how about the explosive potential of a tank of gas! Or the electricity available at a wall socket. Ever seen a pumped-up tire explode?
We learn to live safely with that stuff. If we fear it we become Luddites.
