Since Botnets run from zombie slave machines which are owned by innocent and unsuspecting ordinary people.
BBC in England DID engage in one exercise where they caused a message to pop up on client machines, TELLING them that their computer was infected by a particular malware. I don't know how that turned out but .......... this constitutes a violation of privacy and altering someone's computer. They could face a hefty lawsuit over that.
On the other hand, launching a DOS attack against a BOT controlling website isn't actually illegal and HAS been done quite often (where the site is driven into uselessness because of overloading its bandwidth with incoming requests) ......... but ........... what if the controller is using Proxies and simply switches Proxies when they get overwhelmed?
It's really hard to get to the root of the controlling sites.
