Well, if he got the cheap Slimline he got Vista basic - which is too stupid to come in out of the rain. Vista basic is why Microsoft took such a hit in user share the last year or so. It's pure cess. An upgrade to a better Vista might help, and an upgrade to Linux would definitely solve several of your problems all at once, including safe surfing without viruses.
I've read a lot about Windows (all versions) running fast when first installed and slowing down drastically in a month or so. As I understnd it, that's because of accumulated viruses, trash files, memory leaks, and other things that Windows leaves behind in the course of its normal operation. That all builds up until it begins to slow down the CPU and things then grind to a halt. Windows is just poorly designed.
First, Linux is virtually immune to viruses, and doesn't have anything like the same problem with trash files and memory leaks that Windows has; it installs running fast and continues that way.
Second, there are things you can do to your old system to make it better and safer. Unfortunately I don't know much about that - just that it can be done. Vince or Jack could help you there, but it ain't easy. Thing is, even if you have Windows working pretty well right now, it won't stay that way. Takes work.
