Lots of people get virused every year, or unknowingly host bots which perform criminal services for cyber invaders. Maybe unknowing hosts aren't subject to legal action, but this activity does mess up their computers. It also facilitates theft of identities and other damages.
Norton is beginning a new program to start actively attacking the bad guys rather than just passively resisting their intrusions.
I found a description of Norton's program; it looks like it requires use of their product, which I don't need because I don't use Windows. Otherwise, I think I'd join the program.
