So you DON'T use cable or phone line. You use a cell-phone service providing internet connection.
That funny flat panel thing you have is a transmitter/receiver TO THE CELLPHONE TOWER ...as well as .......... a modem integrated into the unit.
There is no "bouncing"; the cellphone tower IS SUPPLYING internet connection itself.
