I used Wilt-Pruf on Laurus Nobilis and Nerium Oleander this year. I did not use it on any palms.
Can't tell if it did any good at all on the plants that got an application of it due to the weirdness of this winter. My Laurels got LOTS of die-back. One killed completely to the soil line. The Oleander saw about 50 to 60% foliage burn, but otherwise the stems are okay. Nice and green. Would I have seen worse if I hadn't used Wilt-Pruf? I can't say. The only way to know would be to have several of the same species side-by-side, treat some, leave others untreated. But since there was no "control" group, I can only speculate.
Going on "feel" alone, the product may help with sun and wind protection during the winter, but I don't think it helps much with actual hardiness to cold. The product is basically pine sap in water suspension. It makes a coating on the leaves and stems that you spray it on that creates a barrier that seals in moisture, or prevents its wholesale loss (in a sun/wind event).
If you go with Needles and Minors, though, plant them at the right time of year, mulch them well in the fall, you won't have to worry about Wilt-Pruf (or fancy fertilizers). The only problem you might ever encounter would be white scale. But cross that bridge when you get to it.
