Jim,
Thanks - I know you tend to agree with me on the average temp thing. But I always cringe when Hardy Palm newbies assume palms are 100% hardy, based completely on USDA Zones alone. If they would just listen to us old-timers: "Yes - Windmills are totally hardy in Zone 7b... if winter temps average around 40'f or above...." but they are usually already planted by then!
For Needles or Sabal minors, I might say "Zone 7a with winter average temps around 35'F" (for complete hardiness with no protection) - meaning that in the Wilmington area, we are just slightly too cold on average for absolutely no protection and perfect Needles and Sabal minors by spring.
But for plants that go 100% dormant, like figs, absolute lows based on USDA Zones is more of a complete answer. Figs get damaged between 10 and 15'F usually. They can probably be frozen at 25 - 30'F for weeks on end, with no damage, as long as it doesn't go below 15'F for extended periods - because they are completely dormant and leafless in winter. But palms keep their leaves and, more significanly, have normally one precious growing point - the spear - so with them there are MORE FACTORS!
