I'm not really sure what I have here, but it's not powdery mildew. Doesn't appear to be a insect either.
Water stream knocks this back for a brief period, but it comes right back. I've been using Neem oil, but that appears to be having little impact as well.
This has impacted all of my Itea virginica in a mixed bed. The infection stays on the stems and never covers the leaves. And this is the first year I've seen this on this plant.
I've seen this type of infection on some of my Prunus Laurocerasus 'Otto Luyken' in another bed last year and the year before that, but it was mild and controlled with Neem
Two observations.
The all of the leaves on the impacted stem are experiencing accelerated leaf color change from green to bright red (typical for this plant, but way ahead of schedule).
The stem then quickly dies, as the leaves have withered away. Cutting back into the stem, reflects a dead stem (no green).
Any thoughts to what this could be and what organic steps I could take to get it under control?

Posting Photos
In order to post photos, you must first upload the photos onto the internet. You need to either have your own web space to do this, or get a free subscription to Photobucket.com or Webshots.com or a photo service like that, or Wunderground.com weather site, and now Google.com has this also through gmail accounts. You may use the "preview" key to see if the photo is loaded and the address copied correctly.
