Hi
These costs need to be taken on board at time of purchase, it becomes a licence to print money.
Think I will stick to my old HH car (30 yrs old) and crypton EB 30 class 7 & HGV (40 yrs old) both simple to fix & no calibration costs 
The EB30 we purchased without calibration Kit. We built our own calibration rig, VOSA accepted this after supplying the design calculations of the rig. I guess they would not do the same with modern kit !!
