I think the figure is over one million pounds for every death on the road after you take into account air ambulance, police, disruption, inquest, insurance, etc etc. Who ends up paying for all that - Ah yes, the greater motoring public ! And this is, as you say, before you take account of the lives changed for ever.
How this is going to save any money I do not know.
I also think they will loose votes when people have to travel miles to get anything done because all the small testing station/repair garages out in the sticks have closed. (Just like two of our local schools, 20 mile round trip for 10 to 16 year olds!)
