Not to sure if trading standards will help out much with this.
When i had a problem with a local motor factors i spoke with trading standards and they told me that they don't involve them selves with business to business arguments so i don't know who else does.
Don't even know if this is a fact but i mentioned trading standards to the motor factor and eventually they paid up.
