I think when they use the expression "pains" they are refering to garages that retail used cars or "garages" that operate out of a shed round the back of someone`s semi.I used to be a tester and was glad to see the back of these types of traders when I quit testing(I`m sure some car dealers are honest,if you find one let me know )They are not talking about honest,trustworthy people like UKautotalk members.
