The Road Traffic Act was amended ages ago to allow enforcemant officers to present defective vehicles for test without commiting a traffic offence. Nothing to do with recent computerisation. However, the system is geared to allow greater levels of supervision, something which I am against on principle. Having said that, if it gets rid of the ten minute MoT test and the thirty second re-test maybe it won't be such a bad thing. Time will tell.
