Here's the email response I received from Jan Shendow on the Utah meet.
Dave posted the entry for me; this is an RMAC sponsored event. Ever since the day in 1996 that Don Haley declared all USPF meets were to be drug tested(in our unsuccessful bid to remain the IPF affiliate here in the US), we have drug tested our contests in UT. When we lost that affiliation, then Pres, Dave J and the Exec Comm (of which I was part)changed the wording such that meet directors would have the option of drug testing or not. We have elected to drug test our contests, and I have every several years asked the lifters at the state meet whether they wished to continue with the drug testing or stop. Each time, our lifters have asked that the testing be done. As USPF Secretary/ Treasurer, I am am the one that deals with the lab on the handling of the tests. I am also the one who distributes the test kits to other meet directors who might want to test their contests. In the past 10-12 years, you have been the only other meet director who asked to have a test done(for that one BP at the Nationals in Los Alamitos). No other meet director, to my recollection has requested test kits since the option not to test was provided.
We don't do the testing to penalize folks, but to deter users from wanting to lift in our meets. So far it seems to have worked. We haven't had a positive result reported in any of those folks that we've tested. We select 10% of the lifters at random from all entries, and replace them with any American record setters that may happen at the meet. I don't use my own money to pay for the tests; I have added $10 to the entry fee for that purpose and the lifters know that, and have voted to continue testing. I would imagine that the only repercussion from a positive test result would be the nullification of the lift(s) done at this contest.
I have received Kevin's entry and have accepted him as a guest lifter(this is the UT State meet). I assume he is looking for a convenient contest to attempt an American record. In any event, he is welcome to come lift in our contest as a guest lifter, and we will have awards available for him. But, the rules of the contest are on our terms!
