The winners from each weight class and division from Nationals are given the 1st shot at going to the Worlds. If they decline it goes to the 2nd place alternate or 3rd place if the 2nd place declines. Not everyone can afford to go to Vienna, Austria for the Worlds so you will see some 1st place winners decline the spot.
