In the case of the Whaley House, I'd wager that someone either tripped, stumbled, collided into a tripod - or complained about it. If you take into consideration the size inside the Whaley House, there is not a lot of room to move around between the halls and rooms. (The Whaley's were actually pretty short people back in the day, so there was no need for wide halls and what not). So a tripod, even if not "hazardous" to someone tripping over it - can still be "cumbersome" and get in the way of other visitors who may be trying to get around or see something that the tripod may be obscuring.
Unfortunately, that's usually how rules come into place. Someone either hurts themselves and sues, or someone exploits something that is clearly not meant to be.
