The UC system gets funding from the governors discretionary funds I believe that Cal State’s don’t get access to. Particularly important for facilities.
Also, extending a basketball coach doesn’t mean the athletic program is saved.

UCR was very close to shutting down their Athletic dept a couple of years ago Previous Message
UCR is part of the UC system which puts them in a better position than Big West schools in the Cal State system. Because many UC schools are in the Power 5 congerences they probably have accrss to better sports funding.
