The UC versus CSU debate and the way outdated Kerr Plan comes down to pure politics.
The UC lobby which is very strong intends to keep the CSU schools, especially the larger campuses like LB down as only granting Master's and not allowing Phd programs because it would mean research dollars being taken from UC schools.
Most every other state does not or has changed this formula. But California politics is ridiculous, so this won't change. So CSU gets punished with this garbage (middle class as usual) while the community colleges get funding and the UC campuses don't have to worry. Line by line spending as described it totally ridiculous. Why would a legislator support Humboldt or San Diego State if they are in Fresno?
It is a stupid joke. For the claim that the governor always makes about California being the "fifth largest economy" it sure is run like a 48th ranked state (ironically in many metrics it is actually near the bottom in the country).
There should be CSU boosters but there aren't. Budget cuts because they have to fund other "priorities". It is sickening frankly.
