NIL/Pay to play has taken fundraiser dollars away from the schools and put it in players pockets. Some wanted that, but most of us saw that it could not be sustained. Even at schools that win national titles like Indiana, they are losing money.
That money that used to help fund the other sports teams is now going to the football/basketball players. Olympic sports will suffer. Staff sizes will shrink.
Unless you have a dedicated foundation or donor base willing to pay every year, athletics as we knew them are going to change.
Ohh, and the best thing in college sports is going to 72 or 76 teams next year, because 10 at large entries for some conferences was not enough.

So, when do the have nots rebel and step away from the NCAA to form their own sanctioning body with their own rules and relative budgets?

This was well explained, as CSULB is a scaled microcosm and is in the same boat. We are lucky for what we actually have.

What a mess. NCAA is out of control. Worse stories are undoubtedly coming. Sad.
