A private donation never goes to the General Fund, which is allocated by the State.
The possible uses are usually dictated by the donor, so it really depends on what their stated intentions for the money are. Unrestricted donations provide the most flexibility, but it would be unusual for a donation of this amount to be completely discretionary.

Signaling the largest philanthropic gift ever designated for CSULB's College of Engineering, Hing Hung ‘85 and his wife, Doris, have donated $30 million to the university. Pending approval by the CSU Board of Trustees, the college will be named the Hung Family College of Engineering.
