Portal Closing date is April 21st, players can no longer simply transfer after that date.
Graduate transfers (or athletes scheduled to graduate) are exempt, they could have been talking before April 7th as technically that still is a free transfer situation, thought that means little nowadays.
Coaching change I'm a little hazy, seems that it triggers a 30 day window if it happened before the portal opened, but then opens again for 15 days after the new coach is hired.
Also, no deadline to decide to leave or stay at your current school once you are in the portal. The school can officially announce to cut your aid, or can opt to keep you part of roster until you decide.

I thought that I heard that it was 14 days after the portal "officially opened". I think that the open date was the day after the end of the NCAA Tournament.

You are historically one of the most in formed posters here, so I'll ask you, when is the date by which when they must commit to a new program? I hesitate to refer to it as a "school" because that concept seems lost.

A strong mid-major (Gonzaga, VCU?)
Lower P5 (say a K State)?
Upper P5 (blue bloods)? I see this as unlikely.
I think he'd fit in well with the Alabama or Arkansas offenses. Gonzaga needs an improved backcourt and scoring punch (with Ike's departure).
