4 years of competition in 5 year window after high school, no medical extra years or partial seasons. No 24 year olds. You turn 24 during the academic year, you are too old.
One transfer. Only undergrads, as I would not require a "summer class" for athletes to use facility that gets them further along the credits earned line.
I would allow student athletes choice of offseason workouts, even in team sports since the coursework isn't required. I think most would take it, and those that don't, take their own risk regarding playing time. Like NFL minicamps.
And not going to any classes has got to stop. This primarily online is simply nonsense, for athletes and the non athletes.

"NCAA Board Advances Age-Based Five-Year Eligibility Rules
Last updated
The NCAA Division I Board of Directors directed its Cabinet to push forward an age-based eligibility model, allowing up to five seasons within a defined window after age 19 or high school graduation—without retroactive application for those exhausting eligibility by spring 2026. NCAA President Charlie Baker expressed optimism about its passage, stressing no extra years for those who've used up their time under current rules. Leaders like Virginia Tech's Tim Sands and Michigan State's Sam Edwards praised the shift for simplifying rosters amid NIL deals and limits, while basketball observers welcomed avoiding a transfer frenzy, though some predict legal challenges."
