I agree that Fee and Smitheran had little chance under Jane and the politics of the campus. They would have to be hell bent on fundraising and finding big money committed to the program long term. An athletic foundation maybe.
At LB, coaches have done more with less for ages. No one has been able to rally the community to the point to elevate LB athletics. Vic had the backing, and rumors at times that he was pushing a move to Mountain West to be a non football member in the LA area. Could have been a game changer short term, but needed a lot of financing to commit to anything like that.
Cindy seemed very competent, but didn't ever have the feel of an AD, though she loved the university. Schumard was under similar restictions under Maxson to keep things cruising along, don't ruffle feathers.

I have been on this board for many years. At NO time, in recent years, have posters been happy with an AD. People didn't like Vic because he favored basketball and only meet with money boosters. Everybody loved Cindy when she was interm. Andy Fee came along and actually got us through the pandemic, but he was not liked by this board for the same booster reason as Vic and they didn't like his financial decissions (including Monson). Smitheran was hired a stuck with lack of budget. Now he can do nothing right. LB is a mid major with money problems. We will have good times and bad and that will continue. Some coaches hired will be better than others. As you know in any business you are taking a chance when hiring anyone. Who would want to be an AD in today's college athelic enviroment anyway?
