There is a Senate Bill that proposes to do just that.
Can Congress get its act together and get it done???
Overview of the Protect College Sports Act
The Protect College Sports Act was recently passed by the Senate with a significant bipartisan vote of 77-22. This legislation aims to create national rules governing college athletics, particularly focusing on how college athletes can be compensated and the regulations surrounding their ability to transfer between schools.
Key Changes Introduced by the Bill
Compensation and Transfers
Compensation Rules: The act establishes guidelines for how college athletes can earn money from their name, image, and likeness (NIL).
Transfer Regulations: It sets rules on when and how athletes can transfer between colleges, aiming to provide clarity and stability in the collegiate athletic system.
Next Steps

Currently they are having a rough go. I said forever that I admired their AD taking a shot at FBS. But once MW didn't come around, and Pac 12 said no thanks, the MAC has not solidified their standing.
Currently I've seen rankings where they are dead last in FBS. Their president has gone quiet on the effort of stadium. Attendance is pretty solid, 18k, 13k, 11k, 17k for homecoming. They have an ESPN2 firework game in two Fridays, see how it draws as well as the big test, a real MACtion Wednesday night home game the next week vs Toledo at home. They have two of the MAC's bottom dwellers left on schedule, but with how they have been playing, it doesn't look like they have the same momentum as last year.
The only sport they are representing well is in Women's volleyball. They're XC teams will be Ehhhh.
