In the 70s, I don't consider them a novelty act. I do consider them a band that has some features in common with a novelty act, but also has enough features to disqualify them from the novelty act label.
The first two 80s albums, if they don't solidly make them into a novelty act, bring them dangerously close to it. Probably half of the material from those albums could fit in fine on any given Weird Al album.
"I Married a Martian" is ok but really seems like they're trying too hard to be funny.
