I guess my issues with concertos are less prevalent with piano concertos
Considering that a single pianist can play a piano reduction of all 9 Beethoven symphonies. It’s pretty clear that a piano is an orchestra in of itself and can stand toe to the toe with the orchestra. So having the soloist exposition play after the orchestral exposition isn’t really an issue as the piano is capable of be equally as interesting as the orchestra which isn’t really the case with any other solo instrument. Hence I have a few piano concertos that I rate classical equivalent of 15/15
I think for solo concerto outside piano/keyboard the orchestral exposition should follow the solo exposition. Tchaikovsky almost done this with his violin concerto but didn’t go through with it. Maybe if they were reverse solo concerto could potentially have a 15/15 work but I haven’t heard one yet
