Unless I am mistaken, this is not a health issue. It's a lame person issue. They definitely have the forms in English, and you should be able to get one.
I'm sorry that you are having these issues. I call it someone setting policy, when they have no business or right to. I've had people do that in every business sector....hardware stores, generator shops, govt. offices, ins. companies...
It's extremely annoying when you are correct, and someone who has no authority to do so, creates a barrier to you accomplishing your task. Sometimes that is getting a form, or maybe it's getting a discount, or perhaps it's fixing a problem that you did not create.
Do you know who you spoke with? I agree, you may need to speak with someone above that person.
When I got my card in braille, I called up and explained the situation to whomever answered at the bank. They thought that it was ridiculous, and promised to send me a regular one.
Then, I got the new card and it was, again, in braille.
I was an unhappy camper to say the least, and called up, but this time I insisted on someone higher up. When I got them, we went over it ad nauseum, and I let them know that it could not continue. I was never impolite, but my tone and words brooked no argument.
The 3rd card was as it should have been the first time.
So, even if someone seems to understand, and agrees with you, as the 2nd person did with me, it won't mean that it's settled. They may not even be the one choosing the papers and mailing them. Maybe they ought to be.
Try again, and I wish you luck with it. We began voting by mail for many, many years now. Some areas don't have polling places anymore. And, in that one thing, we've never had a problem. I hope that it continues this way. What you're going through is enough to discourage someone from voting. Not actually for me, but I can see why it happens.
