When we lived in L.A., we did that very thing. We went to the pounds, such as Ann St., and saved dogs. Then we trained them, and placed them.
The staffs were placed almost exclusively with Simi Valley policemen (lived there, didn't work there.), Other dogs went to various people.
Aside from our regular jobs, we spent hours each day and evening doing that....gate training, leash training, obedience, and walking. We took many walks a day/evening just for the training opportunities.
I wanted the dogs to have good leash manners - not pull, to ignore other dogs, whether loose or in yards, and to do things like sit at curbs, and not to rush out a gate. It was time consuming, but worth it, because a lot of dogs who would have otherwise been put down...and I'm saying that in a nice way. There was nothing nice about the way that the pounds 'disposed' of dogs then. - ended up in good homes, so we did it for many, many years.
