That's a bad situation with the pizza eating dogs. Hopefully, it will be resolved in the dogs' favor...sooner than later.
As for your neighbor, I don't blame her. Even when I was younger and healthier I would only consider dogs safe enough to keep walking. Now? Not at all. That's a shame. It sounds like AC needs to 'clean up the neighborhood' or at least what's going on it in.
Warnings, fines, follow-up's, and responding to calls is what's needed, as you know.
