The problem that I've found, is that every neighborhood has the potential to be the same, at some point.
It's the people and their dog that need to go, not everyone else in the neighborhood. And, if not go, made to comply with social norms.
Sometimes that's not easy, such as when AC doesn't do their job, etc., but eventually something usually gives with people who cause so much difficulty to everyone else.
Maybe someone new takes over AC, or maybe they move, or perhaps they go too far and someone sues them.
We have a neighbor who drove me crazy. She didn't want us to work on the farm between 8 and noon, because she wanted to sleep those hours. She also would call authorities if someone did target practice, even in the middle of the day. She even called on a woman out here who is law enforcement and required to shoot monthly.
Her husband (?) lived here before we did, then moved away. Suddenly, 20 years later he moved back - and doesn't look like the same person, it would make a good story for a book - with this woman. She caused all kinds of problems.
Now, suddenly, she's gone. He's still there, but she is not. I'm not even going to ask. I don't want to know. I'm just happy that the neighborhood has one less person who's in other people's business...
Maybe something like that will give with your neighbor. As in our case, everyone out here didn't need to leave, she did. And, it happened. Whew!
Thinking good: Behave or leave thoughts for the neighbor and dog. But, also: Do your job thoughts for your AC.
