I would consider the agave optional.
Anytime that a dog biscuit recipe calls for broth, you can replace it with one of many options, from water, to the cooking water from a fruit like apples, or a vegetable like carrots. If you want to boil a little meat, you can use that. And, if you have a wet food that you like, or a pureed meat baby food with ingredients that you are fine with, you can take warm water and dissolve some of the puree/wet food in it to make something that your dog will enjoy.
3 tablespoons peanut butter
2 tablespoons olive oil
1 tablespoon agave syrup
2 cups cooked quinoa
1 cup rolled oats
1 cup whole wheat flour
3/4 cup chicken broth, or as needed
Whisk eggs, peanut butter, olive oil, and agave syrup together in a small bowl.
Mince carrot using a food processor. Add quinoa, oats, and flour to the food processor and blend; pour in egg mixture while processor is still running. Slowly add just enough chicken broth for dough to form a ball. (You can do this all by hand, if you prefer.)
Wrap moist dough in plastic wrap and refrigerate for 2 hours, to overnight.
Preheat the oven to 325 degrees F.
Roll dough out and cut into desired shapes.
Place on ungreased baking sheets. Bake in the preheated oven until tops begin to brown, about 25 minutes.
