It's The Little Things That Make Life Such A Big Deal!
I don't leave one down all the time.
On days we need one (ie, raining when he needed to be pottied on leash), I will put one down by the front door, and another in the laundry room. He will generally pee and poop on the one by the door when he gets out of his crate in the morning, once he realizes I am not taking him out. I replace as needed until the rain is over and I can get down the ramp safely.
I only put pads down if there is some reason they can't or refuse to go out. Yes, you are correct. If left down too long, they become something that must be destroyed by a puppy.
