Be extra vigilant about 'stuff' in the yard before you let Charlie run around each day. I know that all will probably be fine, but I've seen way too much, and people don't take kindly to having AC called.
Still, you did the right thing. The dog's not safe, being out with cars, either.
I'm glad that you have a plan, but you shouldn't have had to even need one. :-(
