High risk breeds are generally larger breed dogs, or dogs that have unusual body shapes, like basset hounds, dachshunds, etc.
I feel as if there's no reason to wait until there's a problem, though it does help even then. Mine are an example - one has a problem, one doesn't seem to.
Plus, it's difficult to tell early on if they have a problem. It's not natural for dogs to show pain. If they do, then it's been there for a while. (Unless, of course, there's been an injury such as a fall.)
I don't see any reason why not.
