Separate teams out by payroll.
Over $250m is div 1.
$125m- $250m is div 2.
Div 3 = under $125 m

When the playoffs start the teams are seeded with a payroll handicap. Say .5 runs for evwr $50m in payroll they outspent their opponent.

So- if team 1 spent $500m in payroll, and they are facing team 8 that spent $100m.

Team 8 begins every game in that series with a 2-0 lead.
And frankly, thats probably a big enough handicap to make the games competitive.
Perhaps it needs to be .5 runs per $25m.

Right now- the mlb luxury tax/ salary cap is a giant joke! The league is a joke.
