I think- Cleveland, Jets & AZ are so far down the dysfunction rabbit hole that pretty much nobody can turn them around until there is an ownership change. Miami is especially close to total self destruction and becoming Bidwell east.

Miami, Atl & Tennessee are teetering. They need somebody like Gruden. That can take over with big personalty and save the owner from himself.
