Councilman Dill requests an action on converting employee vacation and sick leave to PTO.
It is my opinion that this is a punitive action that reduces leave time for employees unfairly in both the conversion from current leave to PTO and future leave.
Accumulated sick leave will be reduced by 75% when converted to PTO and future leave will be reduced by 25%, from the current 160 hours to 120 hours per year.
There may be negative impacts on other policies including as the Family Leave Act.
As a small community with a limited budget, perks for employees are few. A standard leave policy is one the few perks available. The Police Department employees are the majority of City employees. They have strong community support for fair wages but past Councils have been reluctant to keep their pay competitive. The current Council has made advances in bringing up to county rates. By reducing the amount of leave that those employees earn is equivalent to reducing their pay again. Of course the remaining City employees are also equally affected.
The item was placed on the November 2020 Council meeting by Mayor Pro Tem James Cook and Councilman Dill. The discussion did not detail the actual changes being proposed and possible ramifications. The item was tabled.
