It seems to me that the "no valve to cut it off" is actually the point. In my humble uniformed and minimally knowledgeable about the system--- there should be isolation valves at various locations in branches and the main so that the WHOLE system doesn't have to be secured when there is a break in other than the main line from the water source. If there aren't such valves there should be a "plan" to install them as upgrades and maintenance is performed. Is there a plan?
