The dogs are neglected all the time. Agree they need a new home. Have given them water and food several times. Always outside, never allowed in upstairs regardless of weather (hot,cold,servere storms etc. They are infested with flees. The laws won't allow am intervention. Checked into it. Taking them to a shelter is probably the only way to help them.
