After all these years, and all the time and money spent for a replacement for the inlet screen, and a replacement replacement, and now a replacement for the replacement replacement, all the woes are due to the inlet screen. That may be an improvement to the previous pretense that the rain this year is different than all past rains so it is the rain's fault.
The new operating company did let slip that the TCEQ has told MUD 12 that it must clean up the sludge it has dumped in the canal. The board was curiously silent about that, including refusing to answer a question about the sludge.
Stopping the sludge is definitely possible. There are underflow weir boxes available for rent immediately. The slop being sent to the canals can be diverted to the box, effluent delivered back to the outlet line and all floating solids skimmed from the surface. It might take a low horsepower pump to divert from the outlet tank to the weir box and some moderate plumbing. It could be in place in a day and would, at the end of that day, stop the sludge dumping. That approach would be a fraction of the cost of remediating the sludge continuing to be dumped.
That could be discussed with the board - but not within the 3 minutes they are fixated on and hiding behind.
The board is clearly not intentionally causing the repeated failures. However, the failures are real and continuing.
Perhaps MUD 12 has served its purpose and it is now time to look for a new way for the community to obtain water and sewage services.
