Trash (fireplace insert with old tiles) in Canal

There is a fireplace insert loaded with old broken tile inside it floating in the Pompano/ Ling canal. It is also leaking oil or something leaving a sheen on the water. Who do I call to get it removed- city, fire, police? Way to heavy for me to pull this put.

I'm sure the Texas General Land Office and the Coast Guard would be very interested if there is oil polluting this navigable waterway of Texas and the USA.
