Some clarification if you would:-
. This is on your Pan (Honda Pan European)?
. By "earthing to the frame" and "earth line", you mean there is a wire from each LED lamp attached to the frame?
. By "LED switch", you mean a switch to turn off the LED even if the ignition switch is on, or a switch that has some sort of LED indicator in it?
. By "decided to fit an LED switch into the earth line", you mean you've fitted the switch in a common wire between the lamps and the frame?
If it's your Pan, the new switch has an LED indicator, the LED spots have a common wire to the frame and you've fitted the new switch in this wire, speculating says the switch's LED indicator is in series with the LED lamps, all LED have a high resistance, resistances in series are cumulative, the series resistances have reduced the Volts across the switch LED below the range it'll work in.
