My conclusion was that anyone who reads this and still thinks that this law is about "preventing disease" is potentially cracked!
What a load.
No "Act of Parliament" here; it's an "Executive Order" from the governor of Virginia. The police thus don't have any authority to say anything to anyone about it; the only "enforcement" is if someone rats on a business and calls the Informant Hot Line and says "They're not enforcing the Executive Order at Debbie's Diner; I saw someone in there without a mask!", then the Virginia Department of Health gestapo can threaten the business's license unless the business "enforces" it.
As far as out riding, or gathering outdoors at a picnic area, there's not a police officer in the state who would or does say anything to anyone. Haven't yet, anyhow.
Jeez I'll be glad when this charade is over.
